On August 31, 1999, petitioners filed a motion for clarification of this court's writ of mandamus, requesting that this court specify whether Nevada or Arizona law applies to particular aspects of the district court proceedings. This is an issue that the district court should address in the first instance; however, it does not appear that the district court has yet ruled on this issue. We conclude that the relief that the petitioners now seek in their motion for clarification is premature. We therefore deny the motion for clarification. SNP99B-WM/MS/NB 99-09170
