For the reasons set forth in this court's order of June 23, 1998, in docket no. 30287, we deny the State's second motion to dismiss the appeal in docket no. 30287. We grant the State's motion to join in appellant's motion to consolidate, and we grant the joint motion to consolidate. The above-entitled matters shall be consolidated for all appellate purposes. The clerk shall forthwith file the docketing statement, provisionally submitted in Docket No. 30885 on January 27, 1999, and shall forthwith file the consolidated opening brief and appendix, provisionally submitted in docket nos. 30287 and 30885 on January 27, 1999. We waive the requirement that appellant file a transcript request form or certificate of no transcript request in Docket no. 30885.
