If respondent fails to file the affida- vit then his suspension should be effective as of the date that he does not file. Accordingly provided that he files a section 14 affidavit within 30 days, we recommend that respondent be suspended for 449 days retroactive to June 8, 1989 when he was first suspended in Virginia. Alternatively, the Court could suspend him for 449 days retroactive to March 12, 1992, when he was first suspended in the District of Columbia.
