As these appeals arise from the same facts and district court proceedings, we conclude that consolidation will further judicial administrative interests. These appeals, Docket No. 42486 and Docket No. 42819, are consolidated. We further conclude that briefing is warranted on an expedited basis in these consolidated appeals. Appellants shall have 60 days from the date of this order to file the opening brief and appendix. The reply brief, if any, shall be filed and served within 10 days of the date that respondent's answering brief is served.
